Why We're Transitioning and How the New Structure was Developed

As California works to institutionalize California Jobs First (CJF), the long-term statewide structure is still taking shape, and there is currently no additional legislation or funding extending CJF beyond September 2026. GO-Biz has asked all regions to prepare governance transitions to ensure stability during this shift. Our Steering Committee successfully led the planning and Catalyst phases, but its role is now complete. A successor structure is needed to guide implementation, sustain momentum, and keep LA County aligned with the state.

To build that successor model, we engaged Steering Committee members and partners through leadership planning sessions, four full committee meetings, surveys, written feedback, and iterative drafting. Across all inputs, partners consistently asked for a multi-tier model, broader engagement, clearer participation criteria, a fiscal sponsor, and a transition body that can carry this work beyond 2026. The new ISAC structure directly reflects that collective guidance and positions the region for long-term coordination and investment.

What is the Investment Sustainability Advisory Committee (ISAC)?

Our new structure creates clear roles and multiple ways for partners to stay engaged:

Tier 1 — ISAC Core Group
A 15-member Investment & Sustainability Advisory Committee that serves as the region’s transition body and guides long-term strategy.

Tier 2 — Working Groups
Open-sign-up groups that support policy, funding, sustainability, partnerships, and sector-specific collaboration through our BRIM industry groups.

Tier 3 — CJF Collaborative Network
Our full partner network, engaged through meetings, information sessions, and project-aligned activities.

Together, these tiers provide balanced representation, transparent pathways for participation, and a strong foundation for ongoing implementation and long-term sustainability.

Regional Integration Cluster (5 Seats)

Countywide reach across Supervisorial Districts

Focused on operational leadership, convening capacity, and regional coordination

  • Innovation & Investment: Expertise in structuring and advancing high-impact regional projects
  • Governance & Institutional Design: Experience designing multi-stakeholder structures and operational frameworks
  • Communications & Engagement: Strong outreach, stakeholder engagement, and regional convening capacity

Pillar Alignment Cluster (7 Seats)

Aligned with CJF impact pillars & cross-sector expertise

  • Workforce Mobility: Talent development & career pathways
  • Regional Prosperity: Business support & economic growth
  • Workers & Labor: Labor advocacy & job quality
  • Inclusive Growth: Equity & community-focused initiatives
  • Sustainability: Climate & clean-energy leadership
  • Industry: High-impact sectors (A&D, bioscience, clean energy, etc.)
  • Cross-Sector/At-Large: Reserved for K–16 regional collaborative 

ISAC Deliverables

Over the next 6-7 months, ISAC's work is organized into two tiers to produce the Legacy Blueprint & Transition Report

Tier 2 — Working Groups

Provide foundational materials:

  • Funding, Sustainability & Partnerships: Sustainability toolkit; 1 hr/month

  • Policy & Advocacy: Policy & advocacy playbook; 1 hr/month

  • BRIM Industry Sectors: Sector frameworks; quarterly

Outputs feed directly into Tier 1.


Tier 1 — ISAC Core Group

  • Integrates Tier 2 materials; 2 hrs/month

  • Produces Legacy Blueprint & Transition Report (Aug 2026) including:

    • Governance Framework & Decision Matrix

    • Regional Investment & Sustainability Blueprint

    • Communications & Storytelling Strategy
