$9 million in Catalyst funding has been invested in predevelopment projects that drive innovation, growth, and community impact.
Activation Plans Completed
Executable roadmaps have been developed to advance the Aerospace, Bioscience, Clean & Renewable Energy, Transportation & Logistics, and Video Production & Distribution industries in LA County.
Data Accountability Tool
Beacon Economics has developed the Data Accountability tool, a comprehensive resource for analyzing various aspects of industries, occupations, wages, and education providers across Los Angeles County.

Planning Phase: Completed
The Planning Phase helped shape the foundation of our economic development strategies moving forward. As we continue on to the next phases, we encourage you to read the Regional Report Part 1 and Regional Report Part 2.
These reports provide key insights and data that will guide the strategies and projects to be prioritized for funding in both the Catalyst and Implementation Phases of the program.
Current Status: Catalyst Phase
Catalyst Phase- $14 million in Catalyst Predevelopment funding with $9 million invested in sector-specific predevelopment projects in reaching "ready-to-go status"
- Investing in 26 projects across the LA region that align with CA Jobs First goals - equity, sustainability, job quality, access, competitiveness, and resilience - while preparing projects for additional funding opportunities

- $125 million in Implementation funding
- Round 1
- Project clusters submitted their applications on May 28, 2025
- The Aerospace, Life Sciences, Clean Energy project cluster applications submitted by Disruptive Technology Index (DTI), LA County Department of Economic Opportunity, The Energy Coalition were facilitated by the LA Collaborative
- Award announcements expected in late-July/early-August 2025
- Round 2: Technical assistance period expected to open for 30 days from late-August to mid-September with application period opening immediately after
CALIFORNIA JOBS FIRST - LOS ANGELES COLLABORATIVE

The creation of the California Jobs First (formerly CERF), aims to facilitate a sustainable and just rebound from the economic challenges posed by COVID-19. California Jobs First is dedicated to fostering diverse local economies and establishing sustainable industries that generate high-quality employment opportunities accessible to all Californians.
In pursuit of this objective, a total of $600 million will be allocated across thirteen specified regions to support the formulation of tailored economic development strategies. These strategies are geared towards fostering the growth of quality jobs while ensuring equitable access to these opportunities. Our specific region, known as the Los Angeles Collaborative (LA Collaborative), operates with the Los Angeles County Economic Development Corporation (LAEDC) as the Regional Convenor and the California Community Foundation (CCF) as the Fiscal Agent.
