Activation Plans

Advancing Regional Strategies

In September 2024, the LA Collaborative released Regional Plan Part 2, building on the industry cluster analysis from Part 1 and outlining strategic priorities for Los Angeles County’s target sectors:

  • Aerospace Manufacturing
  • Bioscience
  • Clean & Renewable Energy
  • Construction
  • Healthcare
  • Transportation & Logistics
  • Video Production & Distribution.

As part of the Catalyst Predevelopment Phase launched in May 2024, the State of California incorporated Activation Plans into regional contracts to move target sector-specific strategies toward execution. 

In response, the LA region developed five Activation Plans. One Activation Plan was developed for each priority traded sector, as they are critical for prosperity through higher wages, productivity, and innovation (Ketels, 2017). Traded sectors concentrate in particular regions and sell products or services across regions as opposed to local industries that primarily serve local markets (Delgado, Porter, & Stern, 2012).

These plans take the foundational strategies from Regional Plan Part 2 and turn them into clear, actionable tactics to drive economic growth and equity across the region while also charting a path to sustain the impact of the California Jobs First initiative beyond its official timeline.

Aerospace

Aerospace Activation Plan

Home to industry giants like The Aerospace Corporation, SpaceX, and Northrop Grumman - as well as rising startups such as Apex, Impulse, and Varda - the Los Angeles region is a global aerospace hub. This plan advances that legacy by strengthening workforce pipelines, supporting small manufacturers, and fostering innovation to keep the region at the forefront of aerospace technology.

Bioscience Activation Plan

With over $60 billion in private investment, 3,000+ life sciences establishments, and 83,000 jobs, LA County is a rising leader in bioscience innovation. This plan strengthens the region’s edge in research and manufacturing - spanning genomics, regenerative medicine, and immunotherapy - while expanding accessible, high-quality career pathways that support both economic mobility and global health breakthroughs.

A critical engine for both economic growth and climate action, the clean energy sector in LA supports over 20,000 high-quality jobs, paying nearly 30% above the statewide median. This plan advances the region’s leadership in solar, wind, battery storage, EV infrastructure, and grid modernization, while creating pathways into stable, future-focused careers that power a more sustainable and equitable economy.

As a major hub for global trade and goods movement, LA County’s transportation and logistics sector employs over 97,000 workers in critical, well-paying roles. This plan strengthens the region’s transportation infrastructure supporting efficient goods movement, expanding access to quality careers, and reinforcing the backbone of regional economic development.

LA County is the global epicenter of video production and distribution, home to all “Big Five” studios, top film schools like USC and UCLA, and a vast network of creative talent, unions, and support infrastructure. This plan aims to sustain the region’s leadership amid industry shifts - advancing workforce equity, strengthening local production capacity, and preparing for new technologies that are reshaping content creation, distribution, and the future of storytelling.
