Current Status

Planning Phase - Shaping Regional Economic Activities
We are wrapping up the Planning Phase of the California Jobs First Program, focusing on developing regional economic activities in collaboration with the community to inform our economic development strategies. Our Regional Report Part 2 is due by the end of this month and will be shared with the collaborative. In the meantime, please review our Regional Report Part 1.

Catalyst Funding Phase
The California Jobs First Los Angeles Collaborative has secured $14 million in Catalyst Funding, with $9 million dedicated to advancing sector-specific pre-development projects from early and near-completion stages to "ready-to-go" status. This funding will facilitate easier access to a variety of funding sources. We have officially launched the Catalyst Phase. The Steering Committee has formed Subcommittees to finalize the strategies for guiding Catalyst Phase funding and to develop the application and review process. Stay tuned for more information.

Mechanics of the Catalyst Phase

Catalyst funds will be channeled through the convener and fiscal agent, with the Steering Committee guiding the funding process. While the State will provide recommended guidelines for project criteria and examples of scoring processes, it’s important to note that the Steering Committee holds final approval and is responsible for guiding this phase. All projects must align with existing Jobs First priorities, including equity, sustainability, job quality and access, economic competitiveness, and economic resilience, and must adhere to federal Justice40 guidelines. This phase will end in September 2026. 

Finalized strategies and application process for the Catalyst Phase are forthcoming!

 

Next Phase: Implementation

The Implementation Phase will fund shovel-ready projects aligned with our regional strategy. Round 1 applications open in September 2024, with grants awarded by the state, based on state scoring. The state will set equity, climate, and job quality standards and establish a readiness framework.

The creation of the California Jobs First (formerly CERF), aims to facilitate a sustainable and just rebound from the economic challenges posed by COVID-19. California Jobs First is dedicated to fostering diverse local economies and establishing sustainable industries that generate high-quality employment opportunities accessible to all Californians.

In pursuit of this objective, a total of $600 million will be allocated across thirteen specified regions to support the formulation of tailored economic development strategies. These strategies are geared towards fostering the growth of quality jobs while ensuring equitable access to these opportunities. Our specific region, known as the Los Angeles Collaborative (LA Collaborative), operates with the Los Angeles County Economic  Development Corporation (LAEDC) as the Convenor and the California Community Foundation (CCF) as the Fiscal Agent.
